Here's the list of scans to avoid using in the catalog, if possible, for
astrometric reasons. There are 33 scans on the list, three of which are
included because of RA slippage at the telescope (970917n045, 970917n049
and 970616n020).  The remaining 30 scans have significant reconstruction
problems of one kind or another.  Some scans have been added to the list
even though their maximum errors do not exceed 0.5 asec, because their  
errors average more than half that value.  This list includes all but
two of the 13 scans which fell back to USNOA as the reference catalog.
The two USNOA scans not included are 000605s048 and 000622s040.  If
one wanted to avoid USNOA scans on general principles, these two would 
need to be added to the list.
